Bush pushes new climate change plan

Sorry but i don't really understand the article so maybe what i'm saying later would be irrelevant.

If i'm not wrong, Bush is attempting to remove the Protocol with his own global framework. In my opinion, i believe that the Protocol would be much more efficient in reducing greenhouse gases emission. Bush's global framework requires the development of environmental-friendly technologies. The development itself may already require experiments that would emit greenhouse gases, such as the invention of machines.

In addition, if the USA is sincere about reducing greenhouse gas emission, she would have ratified the protocol and abide by the Kyoto process. However, she did not do so. Thus, i can understand why the Greenpeace spokesman Joerg Feddern would criticize Bush's proposal because it is hard to accept the fact that a person who isn't interested in the Kyoto Protocol would actually initiate a new plan to reduce greenhouse gas emission.
